Bingo and Raffle applications are sent by the Township Clerk to the State on a weekly basis on Fridays. applications, along with rules and regulations, can be found on the New Jersey Consumer Affairs website. Please keep in mind that when applying for the license, the Clerk, by Statute, has to hold the application for two weeks before issuing the License. Any owner and / or occupant who has requested enlistment on the Do Not Knock
Registry, pursuant to Subsection A herein, shall be able to obtain from the Clerk's Office a sticker for display at his / her / its premises indicating enlistment on the Do Not Knock
Registry. The licensee shall not peddle, canvass, vend, or conduct door-to-door sales at any premises identified on the then-current Do Not Knock
Registry.

§ 5-1.4. Persons Excepted From Licensing Regulations.

The requirements of this section shall not apply to the following:
- Any charitable body that shall canvass or conduct sales of personal property when the proceeds thereof shall be applied to the payment of the expenses thereof and to the charitable object for which the body exists, except that where such body shall undertake to canvass for a period in excess of 14 days, such body shall be required to apply for a license under this section. Any such licenses issued under this section to such a body shall be valid only for a period of 14 days.
- Any person honorably discharged from the military service who has a license under N.J.S.A. 45:24-9 et seq.
- Any person who is an exempt fireman of a volunteer fire department as defined by N.J.S.A. 45:24-9 and 10, possessing a license in conformity with the law.
- Any religious organization recognized as tax-exempt under the United States Internal Revenue Code, provided the organization is not selling or attempting to sell merchandise.
- Any person not otherwise subject hereto engaged in the delivery of goods, wares, or merchandise or other articles or things in the regular course of business to the premises of persons who had previously ordered the same or were entitled to receive the same by reason of a prior agreement.
- Any person canvassing for a governmental agency.
- Any person canvassing for a political purpose or party. The sale of personal property shall not be exempted under this exception.
- Any charitable organization registered with the State of New Jersey or the Attorney General pursuant to the Charitable Registration and Investigation Act, N.J.S.A. 45:17A-18, as it may be amended from time to time.
P.L. 2022, c. 92, which is now in effect, requires the owner of a business, or one or more rental units, to maintain liability insurance for negligent acts and omissions in an amount of no less than $500,000 for combined property damage and bodily injury to or death of one or more persons in any one accident or occurrence.
Note: Berkeley Township now requires that an unexpired Certificate of Liability Insurance is required to be filed at the time of filing the Landlord registration form. The Clerk’s Office will not accept the Landlord registration without the Certificate of Liability Insurance.
The Certificate of Insurance and Landlord Registration is now required on a yearly basis.
On or around March 20, 2023, there will be a yearly $25 Landlord Registration Fee, pursuant to Ordinance 23-03-OAB.

The Berkeley Township Council has established an ordinance to license all Businesses within the Township. The purpose of this ordinance is to require the licensing of any person, firm, corporation, partnership or other entity engaging in, conducting or operating any business within the limits of the Township of Berkeley shall be required to secure a license for any business conducted or operated and to pay annually a fee to the Township of Berkeley for a license to conduct or carry on the business or operation. Anyone wishing to have a garage/yard sale in Berkeley Township must obtain a permit from the Clerk's Office.
- You are allowed two sales per calendar year (January to December)
- Each sale may be for 3 consecutive days
- The first sale in the year you have is free (a written permit is required from the Clerk's Office)
- The second sale you have within a calendar year is $5
- You must be the property owner to obtain the permit with valid identification and proof of property ownership
- If you are not the property owner, you must present a letter to the Township Clerk from the property owner with the following information:
- Property Owner's Name and Legal Address, and a legible photocopy of the owner's valid identification
- The Name and address of the person who is obtaining the permit
- The address where the sale is to be held
- The dates of the sale.
- A short statement granting permission as the property owner for the Berkeley Township Municipal Clerk to issue the Yard / garage sale permit for their property to the person who comes to the Clerk's office.

Within 10 days of the date any mortgagee files a foreclosure action, the mortgagee shall register the real property with the Township of Berkeley registry, and, at the time of registration, indicate whether the property is vacant, and if so shall designate in writing a property manager to inspect, maintain, and secure the real property subject to the mortgage under a foreclosure action. A separate registration is required for each property under a foreclosure action, regardless of whether it is occupied or vacant.
- Annual Registration: $500
- Additional Fee if Vacant / Abandoned: $2,000
- Late Fees: 10% of the registration fee for every 30 days not registered
Berkeley Township has partnered with Hera Property Registry, LLC, to administer its Foreclosure and Vacant Property Registration program. In order to comply with the Ordinance, all Owners / Mortgagees / Trustees must register online via HERA Property Registry and pay a registration fee.
